Goal
To form a high-tech research and production complex of geographically interconnected and complementary industries and infrastructure organizations in Kaluga region for the development, introduction and production of innovative pharmaceutical and new generation medical products: ready-made medicines, pharmaceutical substances, radiopharmaceuticals, GMP medical products, designed to enhance the national drug safety of Russia in the most socially important spheres, providing Russians with vital medicines, biomedical technologies and diagnostic and treatment facilities.

preclinical and clinical research, development, synthesis and introduction into production of pharmaceutical substances and radiopharmaceuticals, industrial production of finished medicinal products and pharmaceutical substances, infusion solutions and parenteral nutrition.

The basis of the cluster are the largest global companies AstraZeneca, NovoNordisk, STADA CIS, BerlinHemi / Menarini, large and medium-sized Russian pharmaceutical companies NEARMEDIC PLUS, Mir-Farm, FarmVILAR, BION, Obninsk Chemical and Pharmaceutical Company, PHARM-SYNTHESIS and Sfera-Farm.
Also the participants of the cluster are leading state scientific centers of the Russian Federation in the field of development, production and application of radiopharmaceuticals, including: A.I. Leipunsky IPPE, L.Y.Karpova NIFHI; A.F. Tsyb Medical Radiological Research Center. At present, the cluster includes 63 enterprises and organizations, including 38 small innovative companies
According to the Resolution of the Government of the Russian Federation No. 188 of March 6, 2013, the cluster was given the status of a pilot innovative territorial cluster of the Russian Federation.
In October 2016, based on the results of the competitive selection conducted by the Ministry of Economic Development of Russia, the cluster was included in the list of innovative clusters — participants in the priority project of the Ministry of Economic Development of Russia "Development of innovative clusters — leaders of world-class investment attractiveness".
In 2017, the cluster became Russia’s first holder of the Cluster Excellence silver certificate "Cluster Excellence" of the European Secretariat for Cluster Analysis (ESCA).
