Center for Cluster Development of Kaluga Region

Innovation through cooperation
Formation and development of territorial clusters is an effective mechanism for attracting foreign direct investment and enhancing economic integration in the region, because of accelerated growth of infrastructure and human resources, development of a network of competitive suppliers and service companies, and ensuring that business needs are taken into account in the framework of spatial planning mechanisms.
Principles of cluster development
  • Centers for the crystallization of innovative projects — SMEs of the cluster
  • Broad network cooperation with RAS, research institutes and universities, including creation of scientific and educational centers with high-tech laboratories headed by leading scientists
  • Accumulation of highly skilled human resources
  • Close cooperation with development institutions as well as with industrial partners
  • Creation of integrated technological chains in product development: research laboratories — engineering centers — small project companies — production sites
Consolidated participation in government programs for the development of territorial and industrial clusters, representation and protection of the participants' interests in federal and regional authorities
Joint solution of training issues
Unified and understandable development strategy for all participants until 2020
Creation and development of service competencies common to all cluster members
Since 2009 a system of economic, organizational and regulatory support for the creation and management of territorial production and innovation clusters has been created in the Kaluga region. In 2009 the government of the Kaluga Region approved a strategy for social and economic development until 2030, in which the cluster approach was adopted as the basic model for a regional development.
