Formation and development of territorial clusters is an effective mechanism for attracting foreign direct investment and enhancing economic integration in the region, because of accelerated growth of infrastructure and human resources, development of a network of competitive suppliers and service companies, and ensuring that business needs are taken into account in the framework of spatial planning mechanisms.

Since 2009 a system of economic, organizational and regulatory support for the creation and management of territorial production and innovation clusters has been created in the Kaluga region. In 2009 the government of the Kaluga Region approved a strategy for social and economic development until 2030, in which the cluster approach was adopted as the basic model for a regional development.

Agency plays the leading role in the implementation of the cluster policy of the region and the organization of integrated support for participants in territorial clusters.

At present, the Agency is the founder and coordinator of Pharmaceutical, IT, Composite, Nuclear Technology and Tourist Clusters.
